On September 11, 2022 a Reparationist Collective of approximately 22 organizers and organizations from across the United States came together to respond to the Office of Management & Budget call for public input on Revisions to the Standards for the Classification of Federal Data on Race and Ethnicity. Upon our review and analysis of OMB Directive 15, May 1977 and the revisions from 1997, we are making the following recommendations for revisions regarding Black Americans or African Americans who are descended from persons emancipated in the United States before 1900.
Edit Rationale/Goals
Define and Establish "American Freedmen" as an ethnic group
Establish the United States of America as the genetic origin of American Freedmen
List and retire previous classifications such as Negro, Colored, Afro American, and Mulatto; as well as claim Black American and African American as specific to those originating in the United States prior to 1865, and emancipated here prior to 1900.
BA/AA should never be grouped with those whose origins are outside (immigrants) of the United States.
Ensure that the American Freedmen accurately counted
Separately: Establish a penalty for fraudulently claiming the American Freedmen ethnic group.
